During his detention at the Nuremberg Trials, Hermann Göring had several discussions with the American psychologist Gustav Gilbert. In one of them, recorded in Gilbert's journal, Göring made a cold and cynical observation about how people can be led into war. He told Gilbert, almost casually:"Ordinary folks don't want war. Why would a farmer risk his life? His biggest hope is to come back home in one piece. It's the same everywhere: in Russia, in England, in America, even in Germany. The people don't want war—that's clear." Then, Göring continued with the idea that preoccupied him:"But in the end, it's not the people who decide policy. The leaders do. And no matter the system—democracy, dictatorship, parliamentary government, or totalitarian regime—it's always surprisingly easy to get the population to follow the direction you want." Gilbert tried to argue, saying:"But in a democracy, there's a difference. People can express their will through the folks they elect." Göring's response was sharp:"Yeah, that sounds nice in theory. But in practice, the people can be manipulated anywhere. All you have to do is keep telling them they're under threat. And anyone who calls for caution or peace can be accused right away of being unpatriotic and putting the country at risk. The method works everywhere." This dialogue is recorded by Gustav Gilbert in "Nuremberg Diary" (Nürnberger Tagebuch), dated April 18, 1946, and remains one of the clearest definitions of modern political propaganda.
