The punishment is the process not the outcome, clearly malicious political law-fare. Submit a subject access request to the council to see what data is held on you, who holds/uses it and the purpose - might point you in the right direction of who’s behind it.

Very fair of you. In my experience you have to play offense with such individuals. Many years of martial arts taught me that when you're against the ropes being punched, the only way out is keeping your eyes open and punching back. The same usually applies in law/politics.
