I'm convinced they say you failed so you can continue feeding them training data for Waymo and similar systems. Most captcha determines if you're AI by collating data such as mouse movements, PC/browser settings, location data, etc... They know pretty fast if you're a person, so once confirmed you're now going to feed them training data.

This is just a hard rate limit masked as an annoying captcha

You can poison their AI training data by selecting mismatching squares, you just need to hit those the system is known to be correct and avoid known incorrect.
