It is not the OTB I first tabled in 2018, and by exempting services from the Bill we have failed to show the ambition required. But this is not the end. I used my speech last week to set the record straight on services, and make clear that we will keep going. "I urge the Government to be brave, to accept these amendments, and ban trade in services as international law requires. We cannot just wait on an EU ban that may never come. If we are not successful today, I will be back in this House in September to move legislation to extend the ban to include services.
