The Constitution is Jamaica's supreme law. Any law that says anything contrary to the Constitution, esp something on wh the Supreme Court has deliverd a judgement, is unlawful. The acts you have quoted all speak to reasonable suspicion for a stop to warranted. Further, the Batts ruling has already made clear that random stops are no no cookie. Police officers must follow the rulings of the court.
