I think USA is correct because when you add 5 and 4 the 9 still remains inside the bracket. You cannot simply take-off the bracket and make it 9². The way we learned in school we take-off the bracket by multiplying.

The question will be, how did he remove the bracket? Besides, expansion is a topic on it own.

I always had that feeling that I would have done better in Mathematics back then in school if there were faster ways to solve solutions. They made the whole thing boring for me.
