It’s called a Round Robin and it is the standard for stopping traffic for any number of reasons.

Typically because something is reported on the freeway so they stop traffic to clear our whatever is obstructing.

The first time I saw it (in the Bay Area, CA) I thought someone had stolen a police car and was driving crazy. 😜 It’s to slow down the pace of traffic.
