The motorist pumping gas looks like he was testing whether he could cause a static electricity spark to jump to the hose nozzle. He tried it once on the handle and then tried again on the nozzle and it sparked. This is why you're supposed to discharge static electricity to something before pumping gas, and don't get back in your vehicle or do other things which cause friction and generate more of it.
