The idea is taxpayers pay maximum 80% of taxes otherwise payable ONLY if ALL demands are complied with. Governments get maximum 70% only if they comply with all demands. 10% for administration, legal fees. This is applicable to all taxes. It is intended to be ongoing (forever) because politicians are always corruptible. Initially there would be central management but over time much control will be delegated to local groups.
