Asian here. Leftover rice in my fridge was as common as ice cubes when I was a kid. Leftover rice spikes blood sugar 10-20% less. Nothing bad ever happened when I ate it.

The real danger is leaving it out at room temp too long,that lets Bacillus cereus bacteria produce heat-stable toxins (which reheating won't destroy). But properly chilled leftovers? Totally safe. And that 'Rice Act' from 1921 in Japan? It was about controlling rice prices and supply after riots, not some mold/toxin law for cooked rice storage.
