I think it was politcas. They wanted to keep blaming the minority for their problem. That way people don't see their corruption. Also the Island didn't respond for 102 years so they thought why not keep pushing them.

The entire idea of the world siding with Marley is contrived. They used titans in warfare and terror attacks for years. If Eren did not just pop in the middle of Tybur's speech he could've easily sway large political powers on his side and completely dismantle Marley.
