Assad knew the game was up for Syrian resistance long before now, and prepared the country for a transition in the hopes of 'normalizing' its relations with the Arab League and with a view to it ultimately benefiting from the larger transition to multipolarity. The Americans and Israelis got wind of that and staged October 7th to end the Axis of Resistance, and the Palestinian Question, on their own terms, and hopefully stave off or even wreck pan-Mid-East shift from petrodollar to an 'open energy market'.
