Easy, you edited the clip. Literally 2 seconds before this clip started, you had an illegal forward pass by white 24 to white 3. So it is a penalty from the spot of the foul (A32) with a loss of down. Game Over.

Well I think this play was already effectively over because there had been an illegal forward lateral. But Ball State rushing the field because they though the fumble had been recovered doesn't end it. It is a penalty but it's a live-ball foul, play continues.
