I don't know if this is some type of mod that's preventing it but I remember when we did it way back in the day, we instantly got 5 or 6 stars 😅 but then again we also used the cheats to get instant 6 stars just so we could have a full out battle with tanks and helicopters lol

Vice City was great because it felt like you unlocked the whole map in just a few missions. Never really felt the need to do this like some of the other games.

I used to use cheatcodes of flying with cars and driving on water to go to these places

This was common knowledge back in the days. You could also use "seaways" by driving a car from Cortez's Yatch to the seaport on the other island
