I can write whold story on it. Corrupt officials to Corrupt/sluggish municipality to filthy people. Unless we fix with ruthlessness , nothing shall work. All have their parallel system. Swacha bharat is just a slogal till then.

No amount of money can change the culture. It'll never happen.

The first 10 seconds is exactly how the night-market at Hoi An (Vietnam) gets cleaned every night. From garbage dump and litter everywhere to squeaky clean within a couple of hours. The street becomes almost unrecognisable the next morning.

India only does cleaning and modernization in AI, not reality.
