Professor Joe Eagleman, University of Kansas Professor of Meteorology (now called Atmospheric Science) had a wind tunnel that could simulate tornados. I was fortunate enough to see it operate several times in the early 80s. Cool stuff.

With fans? Do imagine the size of the fans and their spread? The tornado 🌪️ isn’t stable so the fans would have to move with the tornado. So no. You are thinking about cloud seeding that doesn’t affect air currents so massively to generate tornadoes.
