If in a society, a child is attacked by a pack of dogs, by morning each of them should be put to sleep mercifully. They are strays. They hunt the child. आदमखोर शेर को भी मारना पड़ता है। If a terrorist would do it, we would shoot it. Rabies vaccination is no solution. Even the vaccinated dog can cull the child.
