We will have a huge dividend to address this crisis. • Ban urban camping. Violators will be arrested but will be given the option to be to be rehabilitated. • Open large parcels of inexpensive land, bring in doctors, psychiatrists, social workers & drug rehab specialists & create tent cities where the homeless can be rehabilitated. • The severely mentally ill will be relocated to mental institutions.
