Simple solution. If head snaps back not due to contact, the foul is called off. If no foul and player fakes the head snap then give him a technical. Problem solved

I don't care much for this style of play but if the refs allow it then what can opponents do? I say, if he's anywhere near a defender then they might was well foul him where he will feel it - he will stop eventually.
