Honourable Members, All South Africans must be concerned at the apparent rise in gang-related killings in Cape Town and other parts of the country. Every part of society needs to work together in support of our criminal justice system to bring these killings to an end. The murder of seven young men at the Better Life informal settlement in Philippi is one of the most recent cases of this brutality. The Philippi case remains under active investigation. To date, five suspects have been apprehended in connection with the matter. The safety, protection and well-being of all residents remain a central operational priority of the South African Police Service. In response to the persistent threat of gang-related violence, the SAPS, in collaboration with the Western Cape Provincial Government and the City of Cape Town, is implementing an integrated, intelligence-led and multi-disciplinary approach. This is aimed at countering organised criminal networks and restoring stability in affected areas. As part of this broader framework, Operation Lockdown, implemented as a national intervention operation, was launched to stabilise identified high-crime precincts through the deployment of specialised national resources and tactical units. Immediate and medium-term policing interventions currently being implemented include enhanced intelligence capability. This involves strengthening intelligence collection, analysis and dissemination to proactively identify and disrupt gang operations. These interventions also include focused operational deployment. This involves targeted, intelligence-led operations, such as Operation Shanela and Project Combat, focusing on the recovery of illegal firearms, dismantling of drug distribution networks and the apprehension of wanted gang affiliates. Thr SAPS implemented Operation Lockdown II to stabilise gang-affected areas in the Western Cape through the deployment of specialised national resources, such as the National Intervention Unit, Tactical Response Team, and Public Order Policing. Operation Lockdown III has now been launched, integrating the Anti-Gang Unit and intelligence components to sustain high-impact operations across Cape Town and surrounding areas. Through sustained operational focus, intelligence-led policing and strengthened community partnerships, the SAPS continues to prioritise the stabilisation of gang-affected areas and the protection of innocent and vulnerable persons. The SAPS provincial management will continue to monitor progress and adapt its strategies to maintain peace, order, and public confidence throughout the Western Cape. #RamaphosaQandA

Massive Crackdown on Jamaat-e-Islami Network in Sopore; Over 30 Locations Raided, Incriminating Material Seized Sopore, November 12, 2025: In a major coordinated operation, Sopore Police today carried out a series of search operations across multiple locations in Police District Sopore, targeting individuals and premises linked with the proscribed organization Jamaat-e-Islami (JeI), banned under the Unlawful Activities (Prevention) Act (UAPA). In a district-wide counter–terror and separatist ecosystem action, simultaneous raids were conducted at over 25 locations across Sopore, Zaingeer, and Rafiabad areas with the assistance of other security forces. The searches were based on credible intelligence inputs indicating attempts by JeI-linked elements to revive their activities under different fronts. *During the operations, a significant quantity of incriminating material—including documents, digital gadgets, and printed content with links to the banned organization—was recovered and seized for detailed scrutiny. Several individuals are being questioned to ascertain their involvement in unlawful activities.* According to official sources, these search operations are part of Sopore Police’s ongoing preventive strategy to dismantle the terror–separatist ecosystem and disrupt its ideological and logistical networks. Sopore Police reaffirmed that such operations are preventive and intelligence-driven, aimed at safeguarding peace and ensuring that no organization or individual is allowed to exploit the local population or disturb the prevailing security environment. NAF destroys terrorist logistics hub in Southern Tumbuns By: Zagazola Makama The Nigerian Air Force (NAF) has executed a successful air interdiction operation against terrorist logistics in the Southern Tumbuns area of the North-East. The operation was carried out on Dec. 14 at Dabar Masara, a location identified as a terrorist stronghold, as part of ongoing efforts to disrupt terrorist activities and supply networks. A statement by the Director of Public Relations and Information, NAF, Air Commodore Ehimen Ejodame, said the air strike followed credible intelligence indicating the presence of a terrorist workshop and sustained movement of armed elements in the area. According to the statement, the Air Component of Joint Task Force Operation Hadin Kai deployed an integrated force package to conduct coordinated Intelligence, Surveillance and Reconnaissance (ISR) missions alongside strike operations. “Prior ISR missions revealed repeated terrorist movement within the area, as well as a significant concentration of vehicles concealed under vegetation, confirming the location as an active terrorist logistics hub,” Ejodame said. He explained that further surveillance on the day of the operation validated the intelligence, with terrorists observed manoeuvring around the identified vehicles. “Following positive identification and in strict adherence to the Rules of Engagement, the targets were engaged,” he added. The statement noted that post-operation Battle Damage Assessment confirmed that the identified vehicles were destroyed and terrorist elements neutralised. Ejodame said the successful operation underscored the NAF’s commitment to intelligence-driven and precise air operations in support of national efforts to degrade terrorist networks and enhance security in affected regions.
