Because if you look at the literature in the 1970s, it was all about, we went to the moon, now we're going to go to Mars. And so, what happened? There was the Space Shuttle, and the Space Shuttle turned out to be a really big mistake. It could barely get to Low Earth Orbit. Forget about the moon or Mars or anything like that.
