While decorative and interesting, it'll also increase maintenance because you'd have to dust off those small protrusions regularly.

I feel like this will just chip unless you coat with a very thick latex paint or something

Don’t do it unless you own the place. Will definitely lose your security deposit. That raised effect will be hard to remove when you move out.
