On the issue of the National Dialogue, I want to raise the following questions and observations. 1. What really prompted the need for a national dialogue? - do we have a clear analysis of the causal factors for the perceived failures of the system? - what has been done in the past two decades to find and apply solutions aggressively? 2. Consider the issue of public services delivered by municipalities. - since around 2004, all experts, including this writer, have suggested that all utilities Must be setup as separate stand-alone entities of munics to have full account of their operations and associated infrastructure needs. This has been irrationally ignored by the ANC in government. This is because they wanted to target their consistent and high revenues for other nefarious purposes. If this is fixed right now with clear and tight timelines, would a national dialogue be necessary? The central issue is lack of political will by the ANC. Now they want to escape blame via the dialogue. This is BS. 3. If the local government legal framework can be radically revised immediately, as we have proposed in the past two decades, would a national dialogue be required? 4. If the criminal justice system was adequately resourced, and convictions were swift and sentences severe to deal with high corruption, would there be a need for national Dialogue? A National Dialogue must not be use to mask state incompetence to execute good policies that are in place. It must be a tool to deal with a national crisis. What we have is an corrupt government that manages a "Party-State" approach that was intended to capture all avenues of power for party interests. The ANC has succeeded spectacularly on this Purpose. The Constitution has a solution for such a situation. Vote out the governing party. Don't waste time and money on a National Dialogue.
