I can understand the frustration. People come in and get ice or use the bathroom and just leave. Also, there is a rule from the health department that no outside cups can be used at the fountain drink machine. I remember the training and it said even if they went through the drive thru ate their food and came j side to refill their drink, it’s considered unsanitary. Think about how much difference between a cup that was just used to a water bottle that who knows where it’s been and how filthy it is. People are not entitled to use the ice machine just because it’s there. Just ask them and they’ll likely be just fine with it
