IMO, the attitude of folks in this process is the issue. I am sure there are rules and regulations but they are being ignored OR जुगाड़ ( + कुछ नहीं होता ) mentality has taken over. How would privatization change that? BTW, the same happens in almost all countries.

Go to Mumbai Central Railway station...it is a every day scene for loading and unloading of all trains including premier ones like both the Rajdhanis and none of railway staff present seem bothered....pity those who stil book railways for transportation of their stuff
