Tenderpreneur Wicknell Chivayo's US$100 million Zimbabwe Electoral Commission tender scandal in which he got a staggering R800 million (US$40 million) from R1.2 billion (US$60 million) in taxpayers' funds left Zimbabwe newly exposed to money laundering activities, risking a relapse to grey-listing by the Financial Action Task Force (FATF). Being grey-listed by the FATF means a country is under increased monitoring for anti-money laundering and counter-terrorism financing deficiencies, with potential economic and reputational consequences, including reduced capital inflows and increased scrutiny. Zimbabwe was removed from the FATF grey list in March 2022 following an on-site evaluation exercise carried out in January that year. The country had been placed on the grey list in 2019 after an evaluation process which identified many deficiencies in its implementation of the Anti-Money Laundering and Counter Financing of Terrorism Standards. IMCTC Secretary General, Member States’ Delegates, UN officials and international experts attended the closing ceremony during which certificates of completion were awarded to the trainees.

LEGAL ALERT: This evening, the Parliament of Uganda approved the motion to amend the Second Schedule of the Anti-Money Laundering Act, Cap. 118 to remove NGOs, churches, and other charitable organisations from the list of accountable persons. The amendment aligns Uganda’s law with FATF and ESAAMLG recommendations on adopting a risk-based approach in regulating the non-profit sector. The amendment means that going forward, NGOs, churches and other charitable organisations are not required to register with the TheFIA_UG or file annual compliance reports as has been the practice.
