So this is something we actually do in NYC. This has nothing to do with immigration. During the summer you can request a local fire house to come and open up a nearby hydrant so the neighborhood kids can cool off. It's part of how we manage heat.

Nah...my friends and I did this as kids in the 80's. We would actually open up the hydrants and enjoy the water on hot days. We were all pasty white kids. It was not legal but nobody cared.
