It's fully an OpenAI run web hosting service! So the backend and full deployment is managed by the Sites product.

Don't get me wrong it's cool, BUT the "lost city" GitHub project has 2004 RuneScape private server all open source and available. So this game is in essence a part of its actual training set (not coming up with this game entirely on its own).
