Trump's Executive Order on USPS & Mail-In Ballots could finally end rigged elections in California & beyond, regulating mail-in voting at the federal level. The EO puts states on the hook to accompany a list of the eligible voters that are going to vote federally and who they're going to provide mail-in ballots to and also adds a unique intelligent mail barcode for tracking. Trump's March 31, 2026 EO directs the Postmaster General to start proposed rulemaking within 60 days to create uniform national standards for mail-in and absentee ballots. Ballot envelope must be marked "Official Election Mail" with USPS-approved logo/markings. Must be automation-compatible with a unique Intelligent Mail barcode for tracking. Must pass USPS envelope design review for compliance. States must notify USPS at least 90 days before a federal election if they plan to use mail-in/absentee ballots via USPS. States must submit a list of eligible voters at least 60 days before the election. USPS shall not transmit mail-in or absentee ballots to anyone not on a State-specific list. USPS must create and maintain a "Mail-In and Absentee Participation List" for each state. Providing states with lists of enrolled individuals with unique barcode identifiers. Parnas: Are you at all concerned about the USPS mail-in ballot rule they’re floating, where they may not send mail-in ballots to your state if you don’t comply with all of their directives, essentially by sending voter rolls and other information to the government? Fontes: I think the courts are going to put the kibosh on that. But also, a lot of people don’t know that the USPS has a universal service obligation. Once a piece of mail gets into their hands, they’re mandated by law to move it through their system and get it where it needs to go.

The Supreme Court ruled in favor of allowing the implementation of President Trump's order targeting mail-in voting ahead of the midterms. The new mail-in ballot procedure: 1. States provide a list of the ballots they intend to mail out. 2. USPS assigns a unique barcode to each. 3. When the ballot is mailed out, the barcode is scanned to ensure uniqueness and that it matches. • If there is no match or it’s a duplicate, it is not delivered. 4. When the voter mails the ballot back, the USPS scans it again and checks to make sure it matches what went out and isn’t a duplicate. • Any ballots that don’t match won’t be delivered. 5. The barcode check is completely done on the exterior envelope. • The USPS isn’t determining eligibility or deciding who gets a ballot. • They can’t see the actual votes. • They are essentially just ensuring there are no duplicates, that the number mailed in isn’t greater than the number mailed out, and that the person mailing one in was the same person who received them. This process is a total common sense solution since states are continuing to insist on mail-in ballots. Of course, the Democrats and Socialists are rejecting this. They fought it hard and that is why SCOTUS had to rule on it!

The order would require states to provide voter lists to the federal government and could restrict USPS from delivering mail ballots to voters who aren’t on those lists. The Court did not rule on whether Trump’s order is ultimately constitutional, and separate litigation is still pending. Yes, there will be more lawsuits. Yes, parts of this could still be blocked. But I haven’t seen anything that gives me confidence we should sit around and hope the courts save us.
