Police are not medical personnel; they don't declare ToD. They would absolutely roll an ambulance, lest they be accused of intentionally letting a suspect bleed out. An armed suspect drawing on you is a justified shoot all day, every day, even in California. The idea that a cop wouldn't lawyer up immediately even if accused of something is absurd.

The Rookie is such a stupid show, almost everything they do is over exaggerated and so dumb. In this instance you wouldn't cancel the ambulance, how are you going to move the body? And it's not a homicide, that would have to be proven in court.

Cops don't get to call time of death, that's the EMTs or the ME. Knew a Chicago cop who did that for a DB on the radio and got chewed out for it since only the EMTs had the authority to announce death. (the DB in that case had been decapitated)
