The failure in Butler isn't possible unless it was on purpose. Far too many standard procedures weren't performed. So, for us, it was a complete failure. But for Secret Service leadership, the many lapsed procedures were exactly what they wanted. The only failure is that President Trump turned his head at the exact right (er, wrong) moment
