There is no boat gang. It's governments (UK, UN and EU partners) bringing them in using NGOs (like the UN's OIM/UNHRC) with Border Force & RNLI support. They are supplied everything they need to get here from the rafts and life jackets, to GPS navigation to coastguard protection.
