I am in the US and we have the same issue with Indian migrants coming in on H1B. It's been proven they do not have the degrees they claim to have. Job interviews are done by phone with "ringers" that claim to be the applicant yet they are not. When they Indian dirt leg shows up in the US for a job a few weeks later we find out it is fraud.
