India is no longer participant or bound by the treaty now. 2. Wagah-Attari Border has been closed with immediate effect. 3. Any SAARC Visa issued to Pakistani nationals has been annulled. Therefore, if the EC determines or disqualifies a candidate in a matter reserved by the Constitution and electoral laws to the High Court, that decision is treated as if it never existed. Where this occurs, the affected party may move the High Court(wc Walukagga has done), most commonly by judicial review under the Judicature Act and Civil Procedure Rules, on grounds that the Commission acted without jurisdiction, illegally, procedurally improperly, and in violation of the rules of natural justice.
