Peter Daszak argues the research at the Wuhan Institute of Virology did not constitute gain-of-function research. Why? Because it fell outside of the 2017 HHS P3CO Framework on gain-of-function research, which only applied to enhancing potential pandemic pathogens—i.e. things that were likely highly virulent in humans already. So the argument is: the research at WIV did not fit the definition of "enhanced pathogens of pandemic potential" because the bat coronaviruses studied there had not been shown to infect humans. So in other words, under this 2017 HHS P3CO Framework, altering a virus that's not infectious in humans to make it highly infectious in humans DID NOT constitute gain-of-function research. Mind-boggling.

October, 2018. While speaking at Harvard, Fauci is asked if gain of function research is worth the risk, specifically the risk of it leaking from a lab. Fauci: Banning all gain of function research will interfere with some of things we need to do.
