One specific quality of the Modi government was that it weaponised India’s consumption. If we consume a huge amount of oil, then we also have the option to use that as leverage in negotiations. We can buy oil from those who are willing to buy something from us. Even if we cannot produce much today, we can do so tomorrow. But for that, someone has to make the first move. That is one of the reasons India started paying Russia for oil in Indian rupees—it created an opportunity to gradually supply Russia with Indian goods and services in return. Then, gradually, India also began manufacturing several Russian-origin weapons, including the BrahMos missile. Part of what India owed Russia for oil was effectively balanced through exports of defence equipment and manufacturing cooperation. We created production out of negotiations based on our consumption. That is what an aggressive foreign policy looks like. They should get the credit they deserve, and they should also be criticised for what they did not do well.
