it's an OVA, of course it's better visually. Same reason movies usually look better than TV shows.

a big problem with the new jojo is that it’s super manga accurate, TOO manga accurate, if you watch side by side videos the anime almost seems like a motion manga most of the time, I wish they would deviate and allow more movement like the 90s

It's why my favorite part from the anime is part 5. It's the first Jojo anime part where they began to add stuff for action scenes, including Fugo's backstory and it's great. Not to mention the fucking animation.
