I have a solution: provide one way tickets to the West Coast city of your choice (LA, San Francisco, Portland OR or Seattle). The winters are more mild and drugs are legalized. Also, the residents can be counted on to vote for this sort of thing.

Fill out the form, include statements from each person visiting the sites and include videos. Get them on public record saying this isn't their job when clearly it falls under land abuse and illegal dumping. What is their yearly budget & how is it spent?

Who is going to clean up these encampments that you have found? I think you should bring them to a town meeting,put it up on A very large screen for all to see especially for that Lenord to see Weirdo is. On the board!!!

Things like this are 15+ years old. I used to have a active Shepard I would walk on the river daily and explore the Bangor area. I had to get him special boots even back then the needles and trash were so bad. Its sad this had to become political for media to care.
