Install elevators in the old residential area.

These are common in my neigborhood in Beijing. They help the elderly increase their mobility by offering elevators to building which were build decades ago when China was less wealthy.

Hopefully that helps keep the building from falling over.

In areas prone to typhoons, this type of installation is more likely to collapse or even harm the main building. More evaluation is needed before installation.
