It certainly doesn't sound like Rubio, but why is "America is weak and not prosperous when China is rich and powerful"? It seems the core idea remains unchanged. The binary opposition is indeed the mental box that American politicians find difficult to escape

America will be rich and powerful just like China when it stops wasting money on foreign wars, and puts that money instead into building up and strengthening America’s economy and infrastructure.
