These facilities belong in designated industrial or commercial districts, not next to neighborhoods by surprise. If a developer needs a rezoning or a conditional-use permit, that almost always requires public notice and a hearing. That is the room where residents can show up, speak on the record, and demand conditions: right location, noise limits, water use on the operator, and power costs paid by the company—not the ratepayers. Online heat is cheap. A packed hearing with a clean public record is what constrains a project. Hearings are not magic—boards can still approve a bad plan—but they give you notice, testimony, conditions, and sometimes an appeal. Skip that process and you’re just yelling after the concrete is poured.
