2/ Constellation replaces today’s single-leader monopoly with multiple concurrent proposers, enabling censorship resistance and in-protocol rules for predictable transaction ordering. These rules are deterministic and verifiable by every validator.

3/ Validator economics remain largely unchanged. Transactions still pay inclusion fees and priority fees, both collected at execution time. Validators still build blocks and earn fees, just without exclusive control over inclusion and ordering.

4/ These fairness guarantees are enforced by the protocol design and not dependent on trusted third parties or modified clients. SIMD will be available soon. Check out the Constellation website and read the full whitepaper:

After reading the whitepaper, few questions raised: | Each transaction includes the set of target proposers (as a bitmap of p bits); proposers not present in the bitmap are not allowed to include the transaction. Is this bitmap gonna be part of the MessageHeader?

Concurrent proposers change ordering assumptions for every Solana program. Liquidations, oracle updates, auctions all need retesting. Security tooling like Trident will need to evolve with the protocol.

IMO, it doesn't completely eliminate MEV since the proposer validator can still change the order of transactions. However, since the leader can't do that, the scale of MEV decreases drastically.
