Wont you think the elbow coming up that high is a result of upper trap tightness and the inability for the middle and lower traps to allow the arm to flip up through retraction and posterior tilt of the scapula.

No, better training of the periscapular muscles never hurts. But typically excessive abduction w/ IR is the product of poor sequencing earlier in the throw or athletes “looking for power in the wrong place”. No different than athletes who take the ball too far behind their body.
