Opposition groups formed along clan lines (SNM, SSDF, USC). Barre was overthrown in 1991 by Somali militias. The victors immediately turned on each other. Hawiye subclans under Mohamed Farah Aidid and Ali Mahdi Muhammad destroyed Mogadishu. Warlords looted aid and blocked food, producing a man-made famine that killed hundreds of thousands. Clan (qabiil) identity remains the primary political unit. Somalia has not held a direct national election since 1969. Power-sharing still uses the 4.5 clan formula. Federal member states fight Mogadishu over resources and authority. Corruption is endemic. Al-Shabaab thrives in ungoverned spaces created by this fragmentation, not because outsiders invented it. Somaliland’s relative stability after 1991 shows that Somali communities can produce order when they prioritize local consensus over winner-take-all national politics. U.S. role: late, limited, and mixed The U.S. supported Barre after the Soviets switched to Ethiopia, contributing weapons that later circulated among militias. That was Cold War realpolitik, not the origin of the clan system or Barre’s brutality. The 1992–93 UNITAF/UNOSOM intervention was a humanitarian response to the famine already underway. It delivered food and reduced starvation deaths, then failed at nation-building after the October 1993 Battle of Mogadishu. U.S. forces left in 1994; the UN followed in 1995. The state had already ceased to exist. The 2006 Ethiopian invasion, which the U.S. backed, ousted the Islamic Courts Union and helped radicalize Al-Shabaab into a durable insurgency. Subsequent U.S. drone strikes, training of Somali units (Danab), and support for AMISOM/ATMIS have contained Al-Shabaab without solving governance. These operations respond to an existing vacuum; they did not create the vacuum. External actors (Ethiopia, Kenya, Turkey, Gulf states, the AU) have all pursued their own interests, but they operate inside a Somali-made political failure.
