Interesting video from then Speaker of Parliament Akbar Hashemi Rafsanjani in 1987, in response to a question from a foreign reporter about Iran closing the Strait of Hormoz after Kuwait asked the US Navy to get involved in the ongoing tanker war: "We never said we're just going to casually go and close the Strait of Hormoz. We would prefer the Strait of Hormoz is not closed. If the Strait of Hormoz is closed it causes us harm too. We will also suffer damage. We have always emphasized that we will close the Strait of Hormoz when the Persian Gulf cannot be used by us. If the Persian Gulf cannot be used by us then we will also make the Persian Gulf not usable for others. This is our policy. The people that have deprived us from that Gulf, they must also be deprived. And if we reach that day our threat is firm and we will close it, but we hope the world is wise enough not to bring that day and we consider it quite unlikely that day will happen."

Iranian Foreign Minister Abbas Araghchi called for a new regional security framework without outside powers, just hours after Iran attacked Bahrain and Kuwait in response to US strikes. Speaking in Baghdad, Araghchi said security in the Persian Gulf should be ensured by countries in the region and welcomed Iraq’s proposal for talks between Iran, Iraq and the Persian Gulf Cooperation Council.
