Following Calls by the Iraqi Shia clergy Al-Sisitani to join forces with the US occupation Officially, the declared fight was against the terrorist organization ISIS. However, in reality, it fought anyone who opposed the post-US invasion vision for Iraq. Its personnel are overwhelmingly from the Shia community in Iraq. However, the militias loyalty lies with Iran due to religious affiliation, since the Supreme Leader of Iran is regarded by many as a religious authority for Shia in the region, and due to funding from Tehran The temporary alliances between the US and Iran in Iraq and Afghanistan collapsed once the US achieved its objectives in Iraq by implementing an American-drafted constitution known as the Paul Bremer constitution and establishing full American control over Iraqi oil sales, where the Iraqi oil revenues are deposited in an account of the Central Bank of Iraq at the Federal Reserve Bank of New York, giving the US significant leverage over the flow of funds, and the Iraqi government has to make a request and show where the money will be spent in order for the US to deny or approve requests.
