Many are using SS#'s that are not their own. When you have that same number being used in a dozen (or a thousand) different places at same time, you have a good idea where to look for the illegals.

Change your W-4 to reflect having 8 kids and watch your withholding drop.

Fake SS numbers are used by illegals. They then use that same number for opening bank accounts and applying for benefits. Also there are provisions an illegal alien can apply for an SS number for state welfare. Also, a work permittee can receive one (Asylum seekers, etc.). Of course they can become non eligible by over staying or being denied asylum. The IRS also issues TINs to individuals who do not qualify for a SS number. Any number of these situations may apply in sharing data. Should have been done a long time ago.
