No. As per rules (Indian Flag Code) the Indian Flag should be on top of every flag
Mixing devotion and patriotism regarding the flag is inappropriate.!! The Indian flag must always be elevated above others. This violates the flag code.

No, National flag always first or let's have three different poles.
Nothing stands above tricolor. Not even bhagwa unless @PMOIndia changes the flag to bhagwa 😉 Sorry but this is wrong and should be punished.

As a BJP supporter, I don't like this. Totally WRONG. No Party is Bigger than the Nation. No Religion is Bigger than the Nation. Take those flags out ASAP. Pushing Indian National Flag between them is horrible! Keep the other flags on a different stick.
