They can control the conditions on the Moon more easily than on Earth, which will be far more active and unpredictable during a geomagnetic excursion and increased cosmic radiation. They would have no rivals on the Moon, nor would the lucky survivors on Earth pose a threat to them there. That's why the Moon is important.
