This operation would be normally done on a bandsaw and it's called resawing. Looks like he's mounted a 10” circular saw on a shaper table. The danger level on this setup is 10/10. When people do stupid things, they only have to deal with the consequences once. You don't get a second chance.

Needlessly dangerous. If the goal is to clean off a small layer, then a Planer is better. A rotating drum with a blade, adjust thickness, the action is under a cover. Always use a block to push wood not your hands or you look like this-->🤘🤙👆☝️.
